Any Fraternal Benefit Society authorized to transact business in and reporting to the California Department of Insurance is eligible for membership in the California Fraternal Congress.
 
A local lodge or branch of an NFCA member society not licensed in California, but meeting Model Fraternal Code requirements may be eligible for an associate membership in the Congress.
